There is no solution for your problem today. The best you can do is use The Firmware Umbrella to backup your SHSH for 3.1.3 as that could be useful for a future jailbreak.

No. This has been asked and answered hundreds of times already.
There is no jailbreak for a 3GS running 3.1.3 and there is 99% certainty there will not be one until iPhone OS 4.0 as 3.2 is iPad only and the team is not likely to release the exploit until all current devices are out. Estimated sometime around June/July as with most Apple releases. There will also likely be 3 new models of iPhone -- so they want to make sure this exploit stays around as long as possible and impacts as much of the installed userbase as possible.
There is no unlock for the baseband included with 3.1.3. The same paragraph as above applies. There likely will not be one until June/July after the new hardware has been released and iPhone OS 4.0 is general availability.
Get your 3.1.3 SHSH on file now so that you are protected in case of any future upgrades, but unfortunately, you cannot jailbreak or unlock a 3GS on 3.1.3 at present. If you had the 3.1.2 SHSH on file, you could at least downgrade to 3.1.2, but it wouldn't let you unlock -- it is not currently possible to downgrade the latest baseband on a 3GS.
