Default Turn-by-turn GPS software that does not require data?

I will be traveling to the US and would like to use my iPhone 3GS for turn-by-turn navigation, but I will not have a data plan. Is there a GPS app that downloads the full map so it works without a data plan?

    Try OffMaps from AppStore.

OffMaps doesn't seem to offer turn-by-turn though.

The TomTom and Navigon apps both download full map sets to the device on install and do not require data connections to work. Both of them will attempt a data connection to use cell triangulation to determine location quicker than just the GPS, but it is not required. I personally prefer the TomTom application vs. Navigon because I like the interface better and it just seems to work better.

Wow, the TomTom app is only $39.99 in the app store right now. That's all I need right?

Correct. You *can* buy an external GPS to increase the accuracy, but it is not a requirement.
