Theory! Please help
Ok this is my theory, I have canceled the internet data plan on my iPhone 3g, and my sister bought it for me for $100. Will I be safe if I turn off 3G and data roaming off? She obviously doesn't want to pay for the monthly bill. I am Running 3.0 btw
2nd Question: If I buy an iPhone 3GS and put the data plan on her number, and when the phone is fully activated, I call ATT and want to cancel the data plan, and put my sim in, will it work on my sim?

Turning off 3G only limits you to edge data connections and turning off data roaming only stops you from using data when roaming. Neither of these options will prevent the usage of cellular data overall, there is no legit way to do that with an iPhone. Without a data plan, you are billed by the kilobyte, and if your sister, say, accidentally watches a youtube vid on edge, don't be surprised if your bill is a couple hundred dollars more expensive than it usually is
.
As to your other question, I don't really get what you're trying to do.

Just put her sim in and turned off wifi and I could not connect. I looked at how many KB i've used and none.

Ok then, some accounts have the base per-kilobyte data plan disabled to prevent one from incurring fees accidentally, it really depends on what phone your sister had beforehand. I was actually going to recommend you call your carrier and do that yourself, but I forgot to mention it, as long as everything's working (or not working, for that matter

It would be worth changing the APN so it can't connect - just to be on the safe side.
Or use the Edge toggle in SBSettings.

I have never heard of a phone doing this. In all my years of dealing with mobile phones I have always found that disabling the APN will disable internet access (apart from one person on Rogers who was charged for a few bytes of data as it tried to connect to an APN).
Changing the APN has worked on every WM phone, Symbian phone and every other phone where I have triead and read on forums about.
There is a website that claims to disable data on the iPhone and what it does is diable the APN.
There is always a chance that I am wrong and if someone can correct me I am always willing to learn - if you can point me in the direction of some more informationm on this volkspost I will look into it because it is not something I have heard of before.
Thanks.

Vodafone Spain has APN configuration "over the air". Even if you put wrong APN settings or if you delete them, you will still able to connect to the data network. The only way to disable it is using BossPrefs or SBSettings. Volkspost is right, some carriers connect to data services no matter your configuration.
Also, some carriers have the APN settings hard coded in the SIM.
