    Below is instructions from Volkspost on how to do this by using an ipcc bundle.
    Note: Everyone should be using this method instead of messing around with mobileconfig

    Updated the tutorial with a proper ipcc file (Thanks volkspost!). No need for the MobileConfig/respring shenanigans now!

    To summarize, thats whats left over:
    Here is what you do:


    1. Apply the CommCenter patch (files from @MuscleNerd, tutorial from iClarified)
    2. Install AT&T 6.5 ipcc by volkspost (
    file here, how to enable carrier testing in iTunes 8.2 or 9.x)
    3. Reboot - done

    No fiddeling around with mobileconfig files, carrier bundle comes with correct settings for data, tethering, vvm, mms.

    One note: I do not recommend to use mobileconfigs on legit carriers. You may put proper working at risk. The clean way is to create working carrier bundles for your carrier. For those on legit carriers, just edit the values, re-inject the ipcc and you are set.
    Non-legit carriers got an easier way cause they dont have to care for vvm setting - no vvm for those users at all. Consider using the webservice here

    Just one note on the snd0s method. the ipcc does not work, the benm.at mobileconfig is kind of a helper, but one that does not work properly aswell, sorry. that's why you have to do the install-remove doodle.

    appleguru ist hosting the ipcc file I made. I have put it on another site, link in this post above.
    The menioned Cydia app in applegurus post does the same you do when patching the CommCenter - but on the iPhone. bsdiff and the patch are installed, the patch is done on the iPhone, CommCenter is patched.

    The 6.5 ipcc file I provided is made for legit AT&T customers only, not for hacktivated iPhone. I do run a webservice that creates ipcc files for hacktivated non-partber carriers

    Yes, if you really want to use cydia to install the patch you'd need to restore to your original CommCenter file. No need though, the patch applied is exactly the same; if you've already patched commcenter just remove any mobileconfigs you have installed and install volsposts' ipcc and reboot. (IE< follow my tutorial from starting at step 4).

    Incorrectly formed ipcc file; the benm mobile config acts as a bandaid and makes it work, but it may not last/survive a reset/etc.

    Both are exactly the same in the end... my tutorial just uses cydia to do the patching so you don't have to do it manually. Volksposts' ipcc is the same one in my tutorial, and it is made for AT&T locked phones. (It will obviously work with unlocked phones on AT&T too...). To download it from my site just right click on the link and save it to disk.

    Maybe I was not able to explian. The 6.5 is for sim-locked AT&T iPhones.

    One more explanation:

    Apples World: There are only iPhones with legit contracts around. Apple's partners (telcos) tell Apple which functionality they want to offer their customers. Apple builds and provides (with the firmware) carrier bundles. If the partner offers different functionality, apple provides an updated carrier bundle via iTunes (carrier update)

    Our world before firmware 3.1: Users with a legit contract and sim-locked iPhone want additional functionality, more than the carrier they have a contract with is offering (like MMS, Tethering). Solution: We edit the values in the carrier bundle that comes with the firmware. we then inject it via ipcc - iTunes

    Our world since firmware 3.1: cause AT&T, T-mobile Germany and all the other big Apple partners do not like "our world before 3.1", Apple introduces signed carrier bundles. We are no longer able to edit the carrier bundles for sim-locked or factory unlocked iPhones. The Dev Team comes up with the CommCenter patch. Once applied the iPhone does not know anything about signed carrier bundles and we are back in "our world before fw 3.1"


    Our world now:
    1. Apply the CommCenter patch either by patching it on your Mac/PC and replace the one on the iPhone -> Signature check is disabled - or use Cydia to patch it -> same result
    2. Edit your actual carrier bundle to meet your needs and functionality you want and re-apply it via ipcc - or create a custom bundle if you are not on an Apple partner carrier aka hacktivated or factory unlocked iPhone
    3. enjoy

    Main difference is that now we need to jailbreak the iPhone, cause this is the only way to patch the CommCenter.

    I tried following the appleguru tutorial on a 3G on official FW3.1.2. I got the tethering app from cydia, and installed volkspost ATT ipcc and rebooted the phone.

    Try resetting your network settings though, and verify in Settings -->general --> about that you do indeed have volkspost's "6.5" carrier bundle installed.

    BTW, I added the an application/octet-stream MIME type for ipcc on my webserver so it should download now instead of displaying as garbled text when you click the link

    I can copy appleguru's post, try the following.
    On the iPhone goto
    Settings > General > Network > Cellular Data Network
    Scroll down and tap "Reset Settings". This should eliminate any old settings and only use the one's from the 6.5 carrier bundle.
    To veryfy goto
    Settings > General > About
    Scroll down again until you see "Carrier". it should read something like AT&T 6.5

    Hi Jonathan,
    I had this problem before at firmware 3.x. I use am Intel Mac and a Macbook. On both problems disappreared once I created a new location in network Preferences. i do have one for Home, one for Travelling ->Hotspot, one for disabling all interfaces (to save power. I the added one more, called it "Tethering and deleted all interfaces exept one (one is the minimum).
    I then activated ("Apply") the location, connected the iPhone via USB and started tethering. A new Interface shows up, I clicked on it and hit "Apply" then. Once done you can delete the leftover interface and have a tethering location.

    if you want to give it a shot...

    Aside from this one I dont see any reason why it should not work. If you do have a tool like DiskAid handy that allows easy browsing the jailbroken iPhone, you could check
    /private/var/mobile/Library/Carrier Bundle
    It should contain some symlinks (5-digit numbers) and one bundle (the AT&T one). Just to make sure no leftovers are hanging around there.

    Even though i used PDAnet before, I dont know if the software alters any other setting...
