Okay, push notifications get a bit special with wifi. Generally this only works while the iPhone is plugged into USB power and the sceen is on.

Push notifications are usually sent via the data connection on the phone -- but you said above that you do not have one. As such, the default mechanism for receiving the push notification is not enabled on your device. If you are on Wi-Fi and plugged into iTunes, it is smart enough to poll Apple's servers for any queued push notifications and send them to the phone.

I'm sure there's an extremely more technical answer that may be more "correct", but from the usability perspective that's pretty much what the situation is.

Does not have to be plugged into iTunes. Just has to have external power and the screen on to receive push over wifi.

BUT, one does not need an AT&T sim for a factory unlocked iphone, correct?

correct ... because factory unlocked is activated via itunes. It's not hacktivated.
