I have 3GS iPhone locked from the US (AT&T) under 3.1.3
It came without the AT&T sim card.
I know , thus far there is no soft way of unlocking it. Is there a hardware way in the form of a thin sim card that could be inserted.?

There are TurboSIM devices available, but I can't find a single case of someone saying they actually work in any of the searching I just did -- just a bunch of people selling them -- and historically they've been extremely problematic... I wouldn't bet my daily driver device on a TurboSIM solution...
you're in the same boat as me.
The answer is to wait for George or iphone-dev team to make a fix for the 5.12.01 baseband. They both say they have found an exploit in the baseband that was not fixed in the previous version so there should be a new blackra1n or snowbreeze release soon maybe.
Most likely not until 3.2. Even if they've found a baseband exploit, posting it now would just make sure that it was fixed for the next main firmware update. If they hold off until the iPad is released and 3.2 is general availability, the install base for the exploit would be exponentially larger. I don't expect to see or hear anything from the legit jailbreak sources until the iPad release and 3.2 general availability.
This type of unlock has been possible for the 3G since release. TA_Mobile in Vietnam has been doing this since the 2G days actually.
According to TA_Mobile the placement and type of the chip that stores the baseband makes this type of hardware unlock difficult/nearly impossible on the 3GS.
