Sounds like the typical iPad baseband on 3G / 3GS (for unlock) combined with an ill-advised "erase all content and settings"
For 99.999% of the people who choose "erase all content and settings", it's the wrong choice and often creates more problems than it solves.
Force the device into DFU, manually find the ECID and enter it into TinyUmbrella. See if you can retrieve the SHSH for that.
Try to avoid restoring iOS 4.3 onto the device (I am guessing you probably have already tried this, so the damage is already done)
If you truly don't have a 4.2.1 SHSH and you have restored 4.3 (even a failed restore with a 1015 error counts) then you only have one option:
Pwnagetool 4.2 + unofficial iOS 4.3 bundle to create a custom iOS 4.3 IPSW - this is limited to a tethered jailbreak - then you can try the beta mobilesubstrate and install Ultrasn0w 1.2, it *might* work.
If you want more accurate advice, publish some restore logs so we can see what you have already tried.

Your log file confirmed that the problem is what I guessed it was. Baseband is 6.15 (from iPad), you cannot restore original 4.2.1 or 4.3 without an error.
Solution: for iOS 4.2.1 (assuming you have a saved 4.2.1 SHSH) - use the latest TinyUmbrella to exit recovery mode
for iOS 4.3 use this The Firmware Umbrella - TinyUmbrella: FixRecovery Updated - 4.3 supported
Ultrasn0w doesn't yet work for iOS 4.3 with the iPad baseband yet. So if you rely on unlock, you should try and see if you have a 4.2.1 SHSH - otherwise you need to wait.
