There are a lot of people having this issue. I have opened this thread for those people who dont have a contract, warranty or unable to change it at an apple store for free.
I bought my 3gs 32gb with 3.1.2 jailbraked but with no wi-fi, bluetooth, iccid, baseband etc. Managed to restore it to 3.1.3 passing the 23 error with the help of this thread. Now im stuck on emergency calls and of course, I still have no imei or iccid. I can not make any jailbreak. I suppose I have to wait until the unblock comes out in June/July.
My issue is if someone could help us, people who doesnt have a warranty, how to fix the no imei/iccid problem. It really is a hardware problem ? I called an apple store from my country and they said that has nothing to do with the hardware. I saw people saying that they dont have sound as well, but I do. I would like to know if there is a way to repair it.
It is a hardware issue or what is it for real ? Does anyone fixed it whitout the warranty ? If there is a hardware problem, which is it ? So we can start looking for the parts to replace them.

You're correct. In nearly every case, it has proven to be a hardware error with either the comms board or the baseband chip which causes it. People only worry about restoring their OS because if Apple detects a jailbreak or unlock after repair, they will not honor the warranty.

Error 23 indicates a hardware error - historically this cannot be fixed with a restore. As mentioned above, the hack to get it to restore is just so you can flash with OFW so that Apple doesn't know you jailbroke or unlocked. It does not impact the fact that you do actually have a problem with your hardware.

From a hardware troubleshooting level, if you had the spare parts you could replace the comms board on the device and the antenna to see if that resolved the issue, but the error 23 is not always caused by a comms board failure.
Quite frankly, if you have been able to restore to OFW at this point, your best bet is going to be to find a local iPhone repair shop or contact Apple for an out-of-warranty repair. I'd recommend the local repair shop as in most cases you can get a fix without being upgraded. In your case, you've upgraded to 3.1.3 already, so if you rely on an unlock, you're out of luck until June/July when the new hardware and subsequent unlock/jailbreak are released.

Yep. It is in fact a hardware issue in 99% of reported cases. Start with the comms board and the baseband chip. From there, check the hardware forum, there are a few posts about this issue and people trying to resolve it.

thank you for your detailed reply. I keep hoping there is a baseband problem (corrupted). I've found the phone got this problem after the jailbrake from the previous owner.
Because i have a new bootroom i am unable to erase the baseband. I hope in june/july there will come out a tool wich allows us to erase the baseband.
One of my local apple store (only 2 in the whole country) told me they fix only the phones with warranty. The other one sent me to the first one, telling me that they are the only one who can order apple parts. So I have no chance to hardware repair it into my country.

Seriously. This problem can only be fixed by Apple (or maybe by someone who physically takes the iPhone apart and reprograms that chip)
There are zero tools coming out that will fix this problem. Don't wait.. Get it fixed - even if you have to pay for an out of warranty repair. Should not matter that you are not original owner. Argue with Apple that this is a known (but thankfully uncommon) problem with their iPhones and that they should honor the repair even if it is out of warranty.
There are people who have had this problem and never jailbroke or did anything that would violate their warranty.
