please forgive this noob question have jail broken and unlocked my 3g iphone using blackra1n and blacksn0w is it safe to upgrade my software for iphone which itunes is telling me is available to 3.1.2
(firmware on iphone shows 05.11.07 )

You must be running OS 3.1, it is 100% safe to go to 3.1.2 in your case because you already have the 3.1.x baseband.
You should not "upgrade" you should restore and then re-jailbreak and unlock. Upgrading will leave orphaned files from the previous jailbreak that could cause problems and will definitely waste disk space.
