I always get error 29 when I upgrade to 3.1.3.
And my baseband is frozen at 3.1.2 as I used irecovery to see it.

Anyone have any ideas?

I think you have a hardware problem - as already discussed in another thread.

Look at http://www.hackint0sh.org/f203/90394-2.htm

In conjunction with decryption keys and download links for 3.1.3 from the link below you should be able to extract out the 3.1.3 baseband and try to manually upgrade.
