First download redsn0w from Dev-Team Blog
Connect iPhone to computer, run redsn0w, select current firmware, select install iPad baseband, follow instructions.
When it's done and your iPhone boots up, launch Cydia, search for ultrasn0w and install.

That's basically it, let me know if you have any problem.

It is locked to Telia (from Sweden). If I go to another carrier, you think they can unlock it or only Telia itself can?

I'm not sure, this is different for each country. You should give it a try, but I think only Telia itself can. Again, not sure.

I also found out a webpage called allgsmunlock and they advertise that they unlock the IMEI on the iPhone, permanently.
Have you heard something about these guys? Does it really work?
Wouldn't that mean that they have direct access to Apple servers?

I haven't heard about these guys specifically, what I do know is that a few weeks ago, unlock websites started selling this IMEI unlock, but it only lasted a week or so and they stopped selling it, apparently Apple fixed this (fired an employee or something). So, AFAIK, there's currently no one selling this IMEI unlock anymore.
