If the 3G modem in your device is working (which I'd assume it is based on the 3G connectivity elsewhere), you could just be in one of the areas with no 3G coverage. They do exist. If that's the case, your options are limited to complaining to AT&T until they listen (don't hold your breath), or paying them additional every month for one of the femtocell devices that plug into your network and provide 3G to local users powered by your internet connection. And yes, there is an additional cost for this. Don't ask me why they would charge you for making their data network stronger. Also, don't ask me how they can charge you for the data that you use over your femtocell against your 2GB cap -- but they still do it!

Most people are surprised when they find out just how few subscribers and how small of a distance a single tower actually covers -- in 5 square miles near where I live, we have 12 cell towers. The old apartment I lived in had 5 bars of 3G in the front, but roamed onto an EDGE only tower in the back -- it was a hard-handoff (e.g., call was dropped) every time I was on the phone and walked from front to back. Talk about a nightmare!
