    I am buying a iphone 3gs model number MC131B the owner is saying it's factory unlocked is there a easy way to check if he right other than restoring and updating it from the itune

    cydia is also installed on the phone does it means that the phone is not factory unlocked

    Based on the model number, it is locked to O2 in the UK. They do authorize carrier unlocks, so it's possible he bought it out of contract and then had them unlock it.

    No, Cydia has nothing to do with unlocking -- what most likely happened is that he soft-unlocked it with ultrasn0w and sold it as a factory unlocked device. That said, there are hundreds of legitimate reasons for a factory unlocked phone to have Cydia on it -- Cydia itself really doesn't mean anything with relation to an unlock, just that the phone has been jailbroken.

    A fairly accurate way to test is to check your baseband revision vs. your iOS revision to see if they match. If they do not, it's extremely unlikely that it is factory unlocked -- there would be no reason to bypass the baseband update on a factory unlocked phone.

    I don't know of any other way (other than restoring) to test to see if the phone is unlocked...
