These locations may look strange, however windows knows how to expand %AppData% to the correct location. This works for all users on versions of Windows from Windows XP to Windows 7.
Simply go to Start menu -> Run and paste the path above in then click OK. The correct folder will open.
Paste any logs to your favourite paste site. Then paste the web link that the paste site gives you into the thread discussing your problem here on hackint0sh.
If you have tried more than once to restore and got different errors repeat this process for all the pertinent log

when i do the restore the 3.1.2 os in iphone 3gs then what about the its base band i think it will became as a 5.12.0 am i rite
then it will lock
I still have not seen a log file, so I can't be sure.
If you had restored OS 3.1.3 onto the iPhone and then want to downgrade to OS 3.1.2 - then yes you would still have 05.12.01 baseband - this can't be downgraded.
However - you generally need a 3.1.2 SHSH to restore OS 3.1.2 on a 3GS - i doubt you have that. This is probably why you can't downgrade.

i dont know how to send to send a log file
but in case i got a 3gs which is on itunes when i do the restore it with 3.1.2 then what about its base band is it will be 5.12 or its still on the 5.11.7
Now you are providing more details.
You have a 3GS - upgraded or restored to OS 3.1.3 and you are stuck on the slide for emergency call screen?
If you are unsure about what OS or baseband the 3GS has - try the very latest beta of The Firmware Umbrella it can tell you this information even if you are stuck at the slide for emergency call screen.
It can also (via the advanced mode) check if you have a SHSH for OS 3.1.2 saved anywhere - without this - you have zero chance of downgrading to OS 3.1.2

You should still try firmware umbrella as it allows you to confirm the required details about the iPhone.
However if you don't have a 3.1.2 SHSH now then it is too late
