Default Helo with Call Forwarding and Factory Unlocked iPhone

I have a factory unlocked 3GS on 3.1.3, But for some weird reason when I put the SIM and try to dial or when I receive a call, I get an annoying Message about Call Forwarding which I have to dismiss.
Usually I had to jailbreak and remove this message by editing a plst file, but now as I am on 3.1.3 I cannot jailbreak and I do not have call forwarding feature enabled on the phone nor the SIM, Isn't it possible to remove it or Is it a bug?

Call forwarding is handled by the carrier and not by the device in a lot of cases. It is associated with the SIM card and the line -- if call forwarding is enabled on the line, moving the SIM to another phone will not stop the forward.

Are you sure that the line does not have forwarding enabled anywhere? If this line was previously forwarded and the forward was not removed you may see these results.

That said, I've only ever had this be a problem on Blackberries -- I don't really know what to tell you to fix it on an iPhone...

    hi!
i have a 3gs 3.1.3, factory unlocked as well and had the same problem you have.
in my case, the reason for that was, that i have a second simcard (same number) in my car-telefone and the setting from the provider was "multiring", means, iphone and carfone rang together at the same time.
than, i made them change the settings to let the iphone ring first and only if i do not answer in 10 seconds (other time-settings are possible) the phone in my car rings and i can take the call there.
the annoying popups "call forwarded" are gone

If you have been editing the your carrier.plist in the past by changing key CallForwarded to <false/> Im sure you can still do this on 3.1.3 without jail breaking by creating your own custom carrier bundle & injecting it via itunes.
