Development for android on the 3GS has just started, they have recently acquired a cheap used 3GS to test with. With porting to another hardware device most of the work is in writing drivers for the various new hardware components. This will take some time.
There are no other active projects that I know of other than iPhone linux/android. Other operating systems designed for mobiles are not open source and getting them running on an iPhone would require developing a virtualization layer (most likely based on a stripped down linux environment)

Correct. At present, they have not yet found a mature and stable enough exploit in the bootrom on the 3GS to allow for OpeniBoot to be safely installed by non-technical folks. While they do have something waiting in the wings and they are making progress, most of this type of thing is happening on the 3G or 2G now. Unfortunately the 2G is so slow that you can't really do much with it, but the 3G has seen some great advancements in the recent past -- you can now jailbreak a 3.41 PS3 from an iPhone 3G running OpeniBoot with the proper software installed, and the Android port for the 3G is coming along quite nicely right now -- all of the main hardware is supported and it works pretty well.
