    Default clearing other files?

I'm new here, i google'd the problem first and even searched on here, the only solution i could find through search would be use a wipe tool in bosstools but i'm on 4.2.1 greenpois0n. The 'other' data isnt things in the itunes directory on my phone not deleting, i'm pretty sure its from failed installs of things.

Is there any way to clear this data without restoring my phone? I have 3.5 gigs of other data

In most cases, doing a shift-restore and setting up as a new iPhone will resolve this. In some cases as well, doing a shift-restore and restoring from backup can resolve this. I had similar, in my case it was the new game Starfront caching the downloader in the iTunes Downloads directory on the phone. Did this 3 times for some reason so it was eating up about 800Mb each time. Found the cache directory and cleared it and that took a lot of my space back.

True recommendation is to do a backup from iTunes, shift-restore the phone, and set up as new. Then move the actual history and app data you need from your backup manually using SSH or iPhoneBrowser after jailbreaking. This ensures you're on a clean install and that you've got no stragglers from previous iOS revisions or jailbreaks.
