If we buy an iPhone 3G S from Europe (Romania)(off of ebay), that has been unlocked, will it still work with US carriers? (either with at&T or other carriers like tmobile?)

Should do - but I would be sceptical about buying an iPhone off eBay - especially now when there a lot of "not able to be unlocked" iPhones being offloaded.

With the next iPhone model just around the corner might be wiser to wait.. The 3GS will likely drop to the 3G price when this happens.
