I can confirm the ebay seller "ausluck" is good. I live in CA (originally from the UK) and bought a factory unlocked 3GS 16Gb from him (her?) on ebay ($800 USD) few months ago. Prompt polite emails, and fast shipping of a shrink wrapped factory sealed Australian unlocked phone.
Came with 3.0 and BB4.26 I have since updated here in CA to 3.01 and now to 3.12 official 5.11BB and it unlocks immediately. (official 3.12 then early blackrain and then a PwnTool do-over a few days later to be precise) In fact just for fun, the last time I restored (3.12) I used a defunct British T-Mobile Pay-As-You-Go SIM and it the phone even accepted THAT for an unlock. Basically you can put an old sock in there and Apple will unlock your phone forever!

The seller is good and asked me if I wanted black or white and sent me multiple emails keeping me informed of the progress (including the FedEx tracking number once it was shipped).

I actually have them saved as a Favorite Seller which I rarely do.

Nope. No international Apple online store delivers outside that country, just like the US store doesn't deliver outside the US.
