Is it possible for me to buy new iPhone 3G S (for contract price - $199 - I am an existing customer), and keep my old 3G and to give it to my cousin WHO WILL NOT use it here in USA - meaning he wouldn't make a contract with at&t.

Yes, you can. When I purchased my 3GS I sold my 3G on Craigs List. The purchaser then had an iPhone without a contract. The purchaser can use it as an iPod Touch or purchase service from AT&T without a contract (month to month). If you jailbreak and unlock the 3G then it could be used with another carrier, also without the need for a contract.
