Figured it out... In my case, even though I had Push Notifications turned off, when the Facebook app updated, it enabled all push notifications for the software. While I wasn't receiving the notifications because it was disabled on my phone, Facebook was busy using the data connection to check all of the things by default it wanted to check.
With Facebook On Device + Facebook Push Options On + OS Push Off:
1.5 - 2.5 hours of use time
8 hours of standby time
With Facebook + Facebook Push off + OS Push Off:
4.5 - 5.5 hours of use time
16-20 hours of standby time
That said, I also deleted a bunch of unnecessary apps that I no longer used, but they were all games -- so unless SimCity or Bomberman (both legitimately purchased, thank you kindly, I'm not a fan of Installous or any of that junk) was the culprit, it looks specifically like Facebook mobile was the underlying issue in my case.
This sounds a bit strange. Were you running the very latest facebook app? There was one minor update after the push features were introduced. Were you hacktivated? I know you are using AT&T, I just have to ask.

Fair enough question -- I was not hacktivated, have been standard AT&T and legit activation as long as I've had the phone. To my knowledge I was running the latest version of the Facebook App.

1) Uninstalled apps I didn't use, including: Adventure, AroundMe, Bomberman Touch, Crazy Machines, FStream, GVMobile (from Cydia though I bought it first), Pandora, Photoshop.com Mobile, and Worms. My only thought is that if it's not Facebook, it was removing AroundMe.
2) Checked to ensure OS Push prefs were disabled (they were)
3) Checked each settings in settings.app and found the Facebook settings, turned all off.
This was about a week ago, and my battery life since has been easily twice what it was beforehand. It may be the location services from AroundMe, but considering I rarely if ever used the software, I didn't think it was related. Also, in the interest of testing this, I turned the phone on from a hard power-off and let it sit idly without using it and still saw the bad battery life.
I suppose I could have turned location services off to test and that may have provided more/better information, but the steps I took as listed above are all that I ended up doing that seemed to fix my problem... Perhaps someone with more knowledge than I can see a pattern in them that I'm overlooking
> 3G is really not worth it for general web browsing.
to me it is, makes loading maps blazing fast
I did a iphone speed test
1. with wifi 1100kbps
2. with 3g 600kbps
3. with edge 200kbps
all on ATT USA legit account fw 3.1.2, jailbroken with blackra1n to run sbsettings, backgrounder and music controls
imho, the biggest battery drain is screen brightness, at 50% brightness, forget about going all day without docking. With 20% brightness, lasts all day easily.
