and it converted it to 037 778838 , thanks also to the edted UIDefaultFormats.phoneformat!

This is the evidence that the method described in this thread is fully functional, and does unlock any Region Format, providing that the UIDefaultFormats.phoneformat was edited for that particular Region Format!
I guess if you just entered a Moroccan phone number in your Contacts, or in the numeric keypad in Phone, it would also be displayed in the correct formatting. (A bit easier than editing a plist on your phone.)

It proves, above all, that Apple has included many regions that are still hidden from the Settings... General... International... Region Format list, but they are fully functional -- they just can't be selected. As soon as the iPhone launches in those countries, they will be made visible in the next version of Preferences.app.

Your location is found either by GPS or by a database of GSM sources. If I'm in Morocco (with UK region format), it finds my location without a problem. So this is not dependent on any region format.

Localized Google search engine varieties are included (in /Applications/MobileSafari.app/GoogleTLDs.plist) for the following 89 localizations: AE, AR, AS, AT, AU, AZ, BE, BI, BR, CA, CD, CG, CH, CL, CN, CO, CR, CU, DE, DJ, DK, DO, ES, FI, FJ, FM, FR, GB, GG, GL, GM, GR, HK, HN, HU, IE, IN, IT, JE, JP, KR, KZ, LI, LS, LT, LU, LV, LY, MS, MT, MU, MW, MX, MY, NF, NI, NL, NO, NP, NZ, PA, PE, PH, PK, PL, PN, PR, PT, PY, RO, RU, RW, SE, SG, SH, SM, SV, TH, TR, TW, UA, US, UY, UZ, VC, VE, VG, VN, ZA. I guess it's easy to add one for Morocco, if you want to: just open the file and add
    Code:
        <key>MA</key>
        <string>co.ma</string>
(A note on plist editing: someone on a Chinese forum wrote a plist editing tool for Windows, which avoids all the difficult issues with the digital formatting (i.e. it reads and writes digital format if needed). Get the plist file from your phone by SSH or iPhoneBrowser, edit it with the tool, and put it back. Or if you have to do it often: change the preferences of WinSCP so that the tool is used automatically for all .plist and .strings files when you double-click them.)

Region format and language chosen are two different things. See Settings... General... International: there are just 18 languages available, and many more region formats. Language affects every word used (application names, the texts inside applications, error messages etc.), and region format affects how phone numbers are displayed, what the first day of the week is in Calendar, what variety of Google is used as the search engine in Safari, etc. The icu file seems to have some region formatting information, but no language info: all that is in the .lproj subfolders you find in many folders.

From the work of timschuerewegen on previous iphone versions, I think the answer is yes!!
The file /Applications/Preferences.app/Preferences is the Settings application (comparable to an .exe file in Windows). It displays the Settings menu, and when you make a selection there, it changes the appropriate .plist file.

In older firmwares, there was a patch for it that would make it display all the region formats. The people who made that could probably do it again for the current version. I guess they haven't found the time yet, and it is a bit less urgent since so many region formats are already available in Settings.

In the meantime, it is worth trying the plist edit you mentioned: look up the region code you want in post #12 above, and then change the variable AppleLocale in /var/mobile/Library/Preferences/.GlobalPreferences.plist to that region code.

Installing Cydia programs on a phone that has no internet connection: read this.

Editing binary .plist, .strings, .nib and .xib files:
    * on your computer: Windows tool / conversion website.
    * on your iPhone: convert those files in a terminal with plutil (installed with Erica Utilities) or edit them with iFile (Cydia links).

Thumbs up integration of pledit.exe through WinSCP and iphone tunnel suite

    @Jim Danner

Many Thanks for your detailed and comprehensive answer : I did learn many points, and especially about the pledit.exe that became a must in my arsenal!
About that, how precisely to change the preferences of WinSCP so that the tool is used automatically for all .plist and .strings files when you double-click them ?
I tried to do it: it worked a first time, but as soon as I close the iphone tunnel suite, it does not work anymore??
I added a command in WinSCP through the iphone tunnel suite : pledit.exe "!", but it does not work constantly! Moreover, even when it does work, I can get the xml.plist which I edit then save, but it does not save the changes when I open it back!!!!!
Could you please elaborate precisely how you do it : for me, and many others, it would be a heck of a huge time saver!!!!!!

On the other hand, I did already change the variable AppleLocale in /var/mobile/Library/Preferences/.GlobalPreferences.plist to my region code which I think, by comparing to other countries like Italy( it_IT ),should be ma_MA !
But, this has nothing to do with the region code you want me to look in post #12 above : those codes are more related to the icu data which is unlocked by Apple!!!and seem to be a mixture between locales and languages!!and Morocco does not appear among those codes!
My iphone 3G does come from the US, but has been modded a max to look like if Morrroco was a supported country, Region format included!
Now, it acts more like an itouch because it is still not unlocked, but, still, Google maps should work du to the GPS module : all I get is your location could not be determined!!
In the US, or any Apple supported country, if you remove the sim card : can you still use google Maps through wifi?????? I thought yes because of the independant GPS module! Maybe I am wrong because that module is not a real GPS like other manufacturers use!!

Anyway, could you please shed some light about those 2 separate items, especially the detailled integration of pledit.exe through WinSCP and iphone tunnel suite: that point is HUGE and should be sticky!

I don't have a 3G model, so I don't know. With any SIM card, the location through GSM signals worked on my 2G phone, but I have no experience with the GPS module. Of course you must meet three requirements to begin with:

    1. The phone must have access to the internet (in your case through Wifi). If you type Paris France in the Maps search bar, do you get a map of Paris?
    2. Location services must be on (Settings... General)
    3. Maps must be allowed to use location services. It may ask when started, but if it doesn't, Settings... General... Reset... Reset Location Warnings may help. Or, if you like your new tools, take a look at /var/mobile/Library/Preferences/com.apple.locationd.plist.

If this doesn't help, just do a search and if needed post a new thread about it.
I see you figured WinSCP out. Good, I may add a few remarks about it to the pledit thread.
