What is up with that sim card tray picture and tool?

Does anybody understand what the website says at portugal iphone? Do they explain how they activated it considering its not even out yet?

makes sense.. hes thinking that everyone got needles and shit and can be used to eject the simtray outve the iphone

I believe he's thinking like this: Why would they sell a phone that's locked to one carrier and then send with a tool to change the sim-card?
But the truth is that they also sell the phone unlocked and they got shit for not sending a tool with the first generation.
