I just wanted to add one comment on that topic.
Blacklisted IMEI is usually due to an iPhone that has been stolen and the legit owner contacts the carrier to let the iPhone be blacklisted.
Different story in Turkey: The gvernment wants to protect the sales of the local companies. The phones sold in Turky are all working of cause. All other iphones fabricated and sold in other countries are just blacklisted.
I know it is not legal in most countries to change the IMEI, in this case I do understand the OP why he is asking. The iPhone is probaly bought in another country and blacklisted in Turkey by default.
No solution but just trying an explanation,
v.

Tell Turkey's telecom board this law is 1 Kr wise and Lira foolish
First you can spend your valuable time and goto your provider with you passport and they will register your phone with the Turkish telecom folks. It will take 3-4 days. Of course by then you will be home and it wont matter. So write these guys and tell in a very professional way that thier law stinks and that because of this law you will not be coming back to Turkey. Also you may want to put something in about this being "a year of culture" and how it is the 21 century.

other board members gzerey@tk.gov.tr tabeydogan@tk.gov.tr ahatalay@tk.gov.tr ikulali@tk.gov.tr
msnursoy@tk.gov.tr
They may say that this law is writen to counter terrorism...of if this was the case your phone would have never worked in the first place. Right? We wont get into helping bad people do bad things.

Thats exactly right volkspost...
There is a solution though, all you need to do if you're staying in the country is take the phone to a local telecom company in Turkey and show then your passport and provide the IMEI of the phone you would like to use... They unblock it within 24 hrs and get you connected on the network. Unfortunately for purpose of sales and trade, they will only allow you to unlock 1 phone or 2 at the very most depending on your persuasion but that't about it...
The purpose is to prevent international phone sales as such. Your best bet is to try and that probably it. It's a government initiative so there's no alternative
Good luck..

That tool is for 2G iPhones. this thread is about a 3G iPhone. Seriously read the thread and get your facts right before taking such an aggressive stance. Reports are that ziphone simply does not work on a 3G iPhone. Also it is a buggy tool that has damaged many iPhones.
It is also an illegal tool in some countries due to the IMEI chane feature (which only works on 2G iPhones). In the UK for instance it is an offence to have in your possesion any tools that can change the IMEI.
Do not use ziphone. Seriously.
