With the 3G, I hate to say it but you really can expect some level of this behavior. Without seeing exactly how slow, I can't really say it's behavior as expected or not, but I do remember when I upgraded my iPhone 3G to 4.0 it was HORRENDOUSLY slow. It got a little bit better with 4.1, and slowed down a little bit with 4.2 and 4.2.1. I'd experience things where I'd hit the Mail app, and the app icon would darken to register that I'd hit it, but it would sit there for 3-4 seconds before actually doing anything, at which point it would make the animation like it was opening the Mail app, but would then leave me at a blank screen for 5-10 seconds before actually populating anything, and even then once it did, it would take 3-5 seconds before the screen would respond to any swipes or interaction.
Does that sound like what yours is doing? If so, I hate to say it but I think that's expected behavior. The 3G has a really, really slow processor compared to the current models.
