When using redsn0w to jailbreak firmware 3.1.3, you actually have to point redsn0w to a copy of the 3.1.2 ipsw believe it or not. You can download it here:
http://appldnld.apple.com.edgesuite....1_Restore.ipsw
Your phone will still be running 3.1.3.
