Than iTunes could be patched and forwarded to a local database with the information that phone is unlocked.. IMEI change would not be required..

No, iPhone baseband will ever be unlocked with an iTunes patch. iTunes only passes on the NCK to the phone. The RSA token validation scheme was well worked out for the 1G iphone and has not changed AFAIK.

The IMEI change is a good thought but it will not work. The NCK validation schema involes the NOR_ID and the HW_ID both of which are hardcoded at the factory. Were it not for this fact, the NCKs could have been subject to a rainbow-table attack. Changing the IMEI on your phone would result in the NCK for the original phone being passed onto the cloned phone, and it would fail because of non-matching NOR_ID and HW_ID.

Stop thinking about iTunes and trying to intercept/duplicate IMEI. Both of these avenues were well worked out and ruled out a long time ago.
