You have to jailbreak it with pwnage tool or with redsn0w. After that, install ultrasn0w and your iphone will be unlocked.

the problem i talking about is there is a way to change your iphone 3G lock to Iphone 3G world that you don't have to use the unlock software or ultrasnow.

Only the official carrier (AT&T, etc) can do it. You should ask the carrier.

It's possible to change your locked iPhone 3G into Official unlock iPhone 3G (Hardware unlock).
