I don't think this is true. There were ample reports of people buying officially unlocked phones from Orange France and using them outside of France with non-French SIM cards. Some countries have a law that makes the carriers offer an unlocked version aswell. France and Belgium are among them. Those are unlocked to any simcard and not restricted to the use in that country.

Even though the country you use it in HAD to be in the list of supported countries, otherwise it would not work. But this was last year when we were at firmware 1.1.2 and an unlocked version was offered in France and (for 10 days) in Germany. You had to Jailbreak and install a modified version if AppSupport.
