He wont "get" the NCK token in hand, it is done via itunes

let me just tell you how the unlock process you will get happens in other cases. In all countries where the iPhone is sold locked but the carrier is allowed to unlock it for you immediately or after a while.
Same in Oktober 2007 when German T-Mobile was forced due to a lawsuit with vodafone Germany for 10 days to unlock iPhones that were already sold (plus sell unlocked once).
The procedure then was that they took a note of the IMEI and sent it to Apple. Apple then marked this iPhone as factory unlocked.
This usually tokk and probably takes a couple days. Every time you connect the iPhone to iTunes, the programm "calls home" and iTunes sends a combination of NOR ID, SerialNumber, ModelNumber and IMEI to Apple servers, they respond with the NCK token and unlocks the baseband if the iPhone is marked "factory unlocked".
So the rep you were talking to is kind of telling the truth. You'll get the NCK token to unlock - but via iTunes. Believe me it will just happen. I do have two of those factory unlocked (one was unlocked after two months).
This token is unique and just unlocking your iPhone, does not work on any other iPhone.
I did not want to upset you with my first response but this is the only way the unlock procedure is working. It is the first time however that I hear of a US-iPhone beeing unlcoked by AT&T though. But even this is no difference to the procedure in all other countries where iPhones can be unlcoked after beeing sold as a carrier-locked device.
@Volkspost: iPhones are not all sold locked in every country. For instance, in Luxembourg and Turkey they are sold completely unlocked.
You can unlock via entering the AT command thru Minicom (available on Cydia). The command is AT+CLCK="PS",0,"<NCK>", and it is exactly the same command iTunes sends your baseband when the unlock process is done through iTunes. Substitute <NCK> with your own NCK. It should say OK once it's done. Minicom is unstable so you may need to type it in a couple of times. Then AT+CLCK="PS",2 should return +CLCK: 0 OK - Which means your phone is unlocked.
Also, in the UK, O2 does not unlock the device for you. They only supply the NCK after you spend a year with them, should you request it. They dub it "unlatching code". They do nothing more than this. It's true, in the US they can flag the phone so that the next time the iPhone is plugged into iTunes, it executes the AT command for you. But they refrain from doing this presumably for their benefit. Anyway, this doesn't happen in the UK. You just get a 15 digit code.

Check my signature, I use a factory unlocked iPhone, well, to be honest, i do have a factory locked 2G, a 3G and a 3GS.
You will never get a key to unlock, it will always be done via iTunes.
Beginning in October/November early adopters in Europe will get their iPhone 2G unlocked by the provider. But - again - they wont get any key. The IMEI of their iPhone is taken by the provider, send to Apple and Apple will be marking the iPhone unlocked. But it wont be the IMEI taht is checked when the unlock happens via iTunes. Each iPhone has hardware IDs in several components, unique. Their IDs get transmitted while the iPhone is connected via itunes to Apples servers. If match - unlock.
BTW: The NCK only works with this one iPhone. Even if you would jailbreak it and use minicom you would need that one matching NCK. It does not work on any other iPhone. trial and error is not a good idea either, after five tries the iPhone is permanent locked.
So again - all bull. Only offical via the Apple way = iTunes

Its insane how much Time and productivity is wasted on both sides trying to Unlock or Prevent Unlocks from happening. If the iPhone community wants Liberty to use the phone when they travel without extorted roaming charges then a Law Suite is in Order. The process worked in France, Germany, England Etc. these phones are sold Factory Unlocked now but in America we are not Free to use our phones as we choose. Remember you own the phone not AT&T, Verizon, or Sprint and Apple is not off the hook either it all starts with them, they should not lock any of their phones and the community should not support them if they do.
Fight for your rights tell Apple you will no longer support their Locked Products and push them to Factory Unlock all iPhones here:

It should not take a court case but if it does it will favor the consumer as it has in many other countries.
And-to-add-to-the-topic I have read iTunes will unlock when you use another carrier's sim card as long as your phone is "Flagged" in their system
Additionally if you think AT&T or any other provider will not support releasing the IMEI unlocks then just blow up their phone system, drive them nuts, call all the time anytime you have a chance, get everyone to call. It is your right to get these unlocked so fight for your right. Don't take no for an answer and Sue to get a final decision Like Jail-breaking is 100% legal after a 2010 Court Case.
