I'll try a DFU restore to a fresh & stock 2.2 FW or 2.2.1. Also, I'll try a different computer.

Is your iPhone locked/unlocked? what FW at this time?

    Default Error 23

error 23 means blocked IMEI number. this happens mostly with those sets on which insurance policies are issued. 23 don't occur on those billing sets which have been used in the same country

    Q. How to track my IMEI number ?

    A. early we had to verify iPhone but now we have to verify the apple, while upgrading or restoring.

    Sources with my STUDY

    That is a bold statement.

Have you got evidence to back it up? If so please post or link to this evidence.

Otherwise I call bullsh*t on this statement.

I was under the impression error 23 was simply corrupted radio baseband

Here is some fix error 23 in itunes...my iphone is 3G unknow version///
    It`s working for me....

You must put your device in iBoot, not DFU
Press power and home for more that 30 seconds and wait until on screen aprears `conect to itunes`
After that, restore in itunes with version 4.0.1.
After resore, you will probably have the iphone in `connect to itunes` screen.
    Use RecBoot to exit this.
Make jailbreak with version 4.0, and try to activate and unlock like usualy...
After that you will see this iphone have unknow imei on you iphone
So the baseband is corupt or in blacklist.

    Soryy for my english...

    Good luck!!!
