You can always downgrade to any iOS 3.x or 2.x version.
You can only downgrade to a 4.0.x version you have saved the SHSH for (there is a SHSH for each iOS version)
Downgrading the iOS version will NEVER downgrade the baseband from 5.13.04 so iOS older than 3.1.3 - you probably will not have phone functions due to the iOS version being too old for the baseband.
For 3G iPhones that have a serial number in the format xx827xxxxxx where the 3rd digits is 8 and the 4th and 5th digits are 27 or lower you may have a chance to downgrade baseband via Fuzzyband downgrader.
