This is fraud. It is illegal - the honest thing to do would be to report you found the original phone and hand it in. Then the phone can be re-used/unlocked. Maybe your girlfriend even might get a refund on any insurance excess she might have had to pay.
As well as being illegal, insurance fraud just pushes the insurance costs up for everyone else.
