Hello,
I have the following problem the: Wi Fi and Bluetooth options greyed out.
Please note that I had the issue on 3.1.2, baseband 5.11.7 and the issue still occurred on 3.1.3. The other problem is that, even if I try to update the clean 3.1.3, the baseband will bot be updated to 5.12.1, the device update/restore will stop at 85% (approximately) and the phone will enter in recovery mode, from where i will boot it using iRecovery.
Does anyone have any idea about this issue? I don't know for sure if it is hardware problem or not, the idea was to upgrade the baseband and see if that was the problem or if it was really hardware, but I don't know how to updgrade the baseband or restore it to it's original state.

First try to reload OS 3.1.2 (direct IPSW from apple - no custom IPSW etc) and see if that fixes things.
If not, try a manual reflash of the 05.11.07 baseband.
Extract the baseband from any 3.1 or 3.1.2 IPSW - procedure outlined in these posts http://www.hackint0sh.org/f203/90394-3.htm#post500077 and http://www.hackint0sh.org/f203/90394-2.htm#post455536 (they are both from the same thread)
It does not matter if the IPSW you used is for a 3GS and you have a 3G or vice versa. It just has to come from a 3.1 or 3.1.2 IPSW (an IPSW for a 3G or 3GS - not 2G or iPod touch)
Distributing the baseband and flash tool is considered warez. This is why you should extract out the files yourself. A bit of googling will probably give you a ready-extracted zip file to download but you can't always trust that to be what it claims to be and more importantly we are not allowed to link to warez from this forum.

First thank you for your help.
I've got the following error when I've tried to reflash my baseband:
1. when i've entered the "launchctl unload /System/Library/LaunchDaemons/com.apple.CommCenter.plist" line, there was an error that stated that there is no such file or directory
2. i've tried to run "./BBUpdaterExtreme update -f ICE2_05.11.07.fls -e ICE2_05.11.07.eep" but it gave me the error bad cpu type in executable.
Do you know the fixes to those errors.
Also i've updated a long log to one of the sites you've mentioned:
