in the roaming folder is another folder called Wifi Sync (i downloaded the app)
That is very puzzling... you should have an Application Data folder (not AppData) Maybe you still have hidden files/folders enabled (it is the default setting)

My Computer -> Tools menu -> Folder Options -> View tab -> select Show Hidden Files and Folders and deselect Hide Protected Operating System Files

But I'm not here to remotely troubleshoot a PC.

Try another computer - preferably not another XP machine.

great news. i got the hidden files and folders as viewable now, and now application data\apple computer\itunes\iphone updater logs is visible.

I have 25 different iphone updater logs, which one do you want ?

i also have a folder called Ipod Updater Logs

I've never owned an ipod, i'm guessing this is because my iphone 3G was deactivated when i upgraded to iphone 4 ?

The most recent log file which failed is a good place to start

This is normal - it's part of the same restore process, nothing to do with whether or not your iPhone 3G was deactivated.

Failing at the end of the ASR phase. Quick scan could not see any further clues as to why.

Could be a hardware problem.. corrupt or faulty NAND or could be a problem with your USB interface or computer's security software.

is it possible that my security software is doing this, even though I have had it for 2 years and have updated multiple iphones many times on this computer ? same with USB interface ?

I only said possibly. Normally the security software (antivirus/firewall) produces a different error and it gets a bit further in the restore process before failing.

As for usb hardware - don't rule it out just because you have had success before.

If you have a look at iPhone Restore Procedure - The iPhone Wiki

You will see it bears resemblance to your log up to the point where operation 14 is never reached.

Instead the iPhone reboots unexpectedly 98% into the restore process.

Why it does that I don't know. My experience suggests that it could be one of the things I suggested.
