Well, it looks locked to me. Sorry about that. You can jailbreak and activate it although, using WinPwn 5 Beta. How to Jailbreak Your 2.0.x 3G iPhone (Windows) [WinPwn 2.5]
Also, I'm moving this thread to the 3G General Section

Hmmm, according to Apple here
http://support.apple.com/kb/HT1937
and some post here, the iPhones sold in Hong Kong are factory unlocked. As far as I understood you have to sign a contract but the iPhone itself is unlocked.
Have you tried the following: Put the simcard that came with the iPhone/contract in the iPhone and connect to iTunes then. Does the iPhone get activated then?
Can someone from Hong Kong please jum in here? I am not sure if I am right but all I was hearing is that the iPhones are unlocked.

Can I ask where you bought it from and how much. They are doing some funny things in Mongkok. They pull the phone apart and hard wire the Chip that is usually found on a TurboSIM type card in the actual phone. That way you can put a normal sim in the phone and it looks to be working like normal and they charge more for it and say its unlocked.
If you tell me how much you paid I can tell you what you bought !!! IF its around 6K you have a locked phone. Expect to pay around 8.5K for a true unlocked Hong Kong phone.

Just wondering; do you have a list with these kinds of serial numbers that shows what phones are unlocked? I just bought an iPhone 3G from eBay which, when i bought it, I knew was locked. Then I read that some phones in Canada (it's a Canadian seller) are sold unlocked, so I kinda wanted to check if this phone might be unlocked.

Can you put your SIM into the phone and it accepts it? If so then they have probably modified the phone as I suggested to you.
Good Luck
Unfortunately Tsim Sha Tsui vendors prey on tourists so I think you have been ripped my friend. US iPhone curently cannot be unlocked but can at least be PWNED anyway.
