bootloader 3.9 = good
bootloader 4.06 = evil
BL 3.9 allows you to upload a non digitally signed baseband firmware and of any version. The unlock happens in some lines of code of the baseband
BL 4.06 allows only to upgrade to newer digitally signed baseband firmwares.Only apple has the key to digitally sign baseband firmwares.
