Are you entering DFU mode or trying the restore directly?
If you are using DFU. try rebooting your computer or using a different one.
If not, put the phone in DFU mode before downgrading:
- Connect to iTunes
- Hold Power+Home for 10 or more secs until the screen goes black and iTunes stop "seeing" the iPhone. DO NOT RELEASE ANY OF THE BUTTONS.
- Now release ONLY the power button, while keeping the HOME button pressed.
- Wait 10 or more secs, until iTunes pops a message that a phone in recovery mode was found. The screen will remain BLACK.
- Now the phone is in DFU recovery mode and the downgrade will work.
