Yes.
What I did was this;
1. Copied my ATT_US.plist from the phone to my Desktop.
2. Edit the file and replace the MCCMNC in there with mine (24204)
3. Saved the file as Tele2_NO.plist
4. Uploaded it to the same dir. as ATT_US.plist is in.
5. CD'ed to the dir. ATT_US and Tele2 is in, did "ln -s Tele2_NO.plist 24204".
6. Checked with Cyberduck that the symlink was correct - it was.
7. Changed my usual sim to the AT&T sim that followed with my phone, waited for ~30sec, changed back to my tele2 simcard.
8. Didnt work.

This whole processing starts when a "new" SIM card is recognized by the phone. It retrieves the MCC-MNC (Mobile Country Code and Mobile Network Code) from the SIM. Then it maps it to a ISO country code name, associates the carrier specific settings (EDGE, service codes, available features, etc) and sets the NetworkCountryCode.
Falklands is not there. Why? No idea. It is part of ISO 3166, so there is no reason for it not being mapped, aside from the fact that I could not find a MCC for it anywhere.
Since the Falklands is a UK Overseas Territory, maybe they use the UK MMC?
This is what needs to be cheked:
You need to run FieldTest.app, while the phone has network coverage. It's a hidden iPhone app that has detailed information about the phone workings.
There are 3 options to run it:
- Unhide it. If you know what it means, then you know how to do it.
- Open a terminal (either vt100 on the phone or SSH) and navigate to /Applications/FieldTest.app and run "FieldTest"
- Install MobileFinder (under installer). Open it, scroll the list of apps and you will find it (the icon is a "?"). Tap and off you go! This is the easiest way.
Once it opens, let it do its job and way until you see a > on the right side of the "Cell Infomation Line". Now tap this line.
There will be a few (at least one) lines like:
RX:xx RQ:xxxx ST:xx CI:xxxxx N:aaa #:bbb
The "aaa" is the MNC and the "bbb" is the MCC. Post your results and we can proceed from there.

RX:-59 FQ:14 ST:0 CI:20002 N:1 #:750
RX:-89 FQ:2 ST:0 CI:65535 N:1 #:750
RX:-94 FQ:5 ST:0 CI:20001 N:1 #:750
RX:-97 FQ:21 ST:0 CI:20004 N:1 #:750
Some of the values appear to change (RX and FQ)

750 is not mapped by the iPhone, therefore there is no way it will work.
Hold on and I will send post a fix.
I also need:
Your carrier's name
Website (if any)
EDGE information: APN, userid and password

For your information, FieldTest.app -> Cell information prints this on mine;
N:2 #:242
Wikipedia says its #: 242 N: 02
But as said above, the phone says #: 242 N: 2
