That's because the ordering rule was for Apple original templates, ie. the ones you use in combination with pntedit. The rules when using the dynamic libary are more complicated.

the cool guy at http://users.skynet.be/ra045246/ released the new version of dynamic library loader for appsuport 1.1.3
go to their site and get build number 9
it has 1.1.3 in there.
i tried it and it fixed all the problems again

I had a hard time yesterday to sort out templates for Netherlands; I wil have most use of belgian ones but in second place netherlands... so i've tested with the framework tool extensively and managed to get one with above rules.
The main problem is this for the different numbering plans:
mobiles: area code is 6 and SN is 8 digits
0900 and 0800 numbers and other short numbers no problems
but then the land-lines there is 7+2 and 6+3 and i've remarked from different resources on numbering planes that i could solve most of the issues just by ordering as adviced above... but 7+2 and 6+3 are both "group" 9
for here's the latest i've created:
