I was in the same boat. After trying everything, I was a real brick. NOTHING was working. Sent it in and apple gave me a new one. Mind you my AT&T account was still valid.

hi.. what do you mean by evram??
i cannot reset my baseband.. do you mean running bbupdater -f ICE..fls -e ICE...eep ???
i did that .. it doesn't run successfully for me because of EEP checksum error.. something about checksum D510, expect 0FAC ????? no idea what that means

my phone is 1.0.2 (modem firmware 3.14) ---> upgrade to 1.1.1. (modem firmware 4.01)
I did downgrade/upgrade many times (whole this week). At last, it's working now.
Remember some more important steps (with my experience) :

1- after use Uctl or command to unload -w CommCenter, you MUST reboot your iPhone
2- always insert your SIM to your phone when you re-virgineze/reflash modem baseband/firmware
3- do restore your iPhone again when finish step 2

I finished and no need to run anySim!!! Good luck!
