I want to activate my phone and unlock it with any sim!

1)If we have the AT&T sim we do all the process of activation with the AT&T sim in the phone and then before we start the anysim we take it off and when the setup finishes we close iphone and put our sim, correct?

2)If we don't have the AT&T sim we don't put any sim at all and when the anysim finishes we turn off the phone and we put our sim?

Please answer me to both cases because tommorrow I will have my iphone and I don't know this part of unlocking! I can't understand it! Thanks!!
