Find out bootloader version very quickly?
Are there any way to find out the bootloader version very quickly? (Like baseband with *3001#12345#*)
Does having 04.02.13 on OOTB phone mean having bootloader updated?

The quickest way is:
1) Jailbreak
2) Run bbupdater -v
So the answer is no. There is no quick way to check the bootloader.
If the OOTB fw version is 1.1.2, it's almost sure that the bootloader is 4.6. Only very few 1.1.2 phones sold in the Uk during the first days of sale got 1.1.2 with the old bootloader.
Right now, almost all newly purchased phones will be 1.1.2 with the new bootloader.
