Can I use 4.6 iphone with AT&T service?

I am using AT&T without data plan. If I buy a 4.6 iphone, can I use it?

iPhone with BL 4.6 to work with AT&T? Seriously, I'm having trouble understanding. So you're thinking that AT&T has a contract for iPhones loaded with the 3.9 BL only, and maybe Apple gave T-Mobile an exclusive contract for any iPhone that has 4.6 BL? I don't think Apple would give an exclusive contracts to different providers due to a change in bootloader.
