I basically need to know... I upgraded from 1.1.4 to 2.0 using itunes restore. I bricked the phone, and re-restored to 2.0 and now it at least is sitting at the activation screen.
Have I lost my contacts, and if so how do I get them back?

Are you kidding me?
What the hell is the sim card for?
....
Trashy f'n phone.

The iPhone doesn't make use of the Sim Card for storing the contacts.
It uses your computer to sync them with Address Book (OS X) or OutLook/Mail (XP/Vista) in iTunes.

Try searching online for a phonebook recovery tool... I have posted one back a couple of months ago in a thread, kudos to you if you find it.
Edit: Damn im good..heres the thread::
http://www.hackint0sh.org/forum/show...ebook+recovery
go to the diskinternals site, download and run the app, and good luck!
This tool is actually shareware (many charge), and only recovers phonebook contacts you have synced with windows phonebook. So say you synced it in the phonebook and deleted from there, and then upgraded, chances are your contacts can still be recovered.
If you never synced with windows address, then your out of luck; I don't think its possible to recover them at this point.

Edit again lol Im sorry, but I see you re-restored to 2.0 again? I mean, do you want 2.0? Or do you want something more stable such as 1.1.4 but you can't downgrade?
Try this:
http://iphone-freak.com/en/page1/page1.html
its Kiphone. I have not personally tried this, but the guy states it can downgrade any BL version and erase any version... so downgrade yours, ierase it, and then reload with 1.1.4. But if you like 2.0, then more powaaa to you! lol
"krrr... THIS IS XIANLI...TITLE NOT IN CONFORMITY>THREAD DELETED Krrr..."
hehe peace
