I've been hearing some rumors floating around about how the 16gb iphone has a completely new bootloader (4.9) which is not unlockable/exploitable at the time.
Is this true, and if not, can anyone confirm an unlock? (not just activation/jailbreak)

I have read about a few successful 16gb iphone unlocks, so I reckon what you heard might be bullshit. If in doubt run the BB Updater thing on your iphone to check your baseband and bootloader

Seems to me that Apple might have updated the bootloader but just didn't fix the exploits from the previous version.

Hi. I have just successfully unlocked 2 16GB 113 OTB iphones using the GeoHotz method, so the answer is YES. You can unlock them too ! They have the 4.6 bootloader, not 4.9.
