You're stuck, till somebody makes a real jailbreak for 1.1.3 (including baseband) and applesaft to be updated/adjusted.

No, its currently not possible to downgrade your baseband from 4.03.14 to 4.02.13 if you have Bootloader 4.6. You will probably have to wait for the next update that comes with a baseband update.

Unfortunately unless you performed the HW bootloader downgrade first, upgrading to 1.1.3 via iTunes knocks you out of the iPhone game for a while. This very good link explains it: http://hackint0sh.org/forum/showthread.php?t=24131
