[1.1.3] will the 3.9 unlock come first?
Basically i have a 1.1.2 otb... i am on o2 (england) so a jailbroken/hacktivated phone works fine with my carrier without the need of a unlock. what i wanted to know is will that be the same situation on 1.1.3?
If not do you think 1.1.3 will be unlocked first with BL3.9?
If that is the case then i will downgrade my BL via the HW method.. there is no point in me doing that if i dont need to.
I have in my head that BL3.9 seems soo much better to have over BL4.6

probably, seeing how the hardware unlock downgrades the bootloader for you.

Eh? i know what the hardware unlock does lol... but there is no point in me doing it if i will be able to use my o2 sim on a jailbroken/activated 1.1.3
if this is not the case and BL3.9 1.1.3 will be unlocked before the BL4.6 1.1.3 then i will downgrade my BL

As far as I know, for S/W unlock, the only thing the dev team wanted was the 1.1.3 secpack, and they got it. The difference between the 3.9BL and the 4.6BL is that 3.9BL allowed writing to baseband if seczone matched for same version of FW, whereas 4.6BL needs a higher version firmware to permit flashing the BB, which is not yet possible.
However, What I'd suggest you is status Quo, since ur fone is working fine right now. Whatever you want to do now, you can always do it later when you have "information" and not "speculation".

If your phone works with o2 - uk and there is no reason for you to unlock it I would definitely not take the risk of damaging it with the hardware method.
The 3.9 bootloader is better to have for unlocks -- it has no use if all you need is a jailbroken phone. Since, in order to unlock a phone -- no matter what bootloader -- it first needs to be able to run third-party software i.e. be jailbroken.
