I have searched around the forum but actually I cannot figure out if I can jailbrake and 1.1.3 iphone, and use with sim card...can somebody confirm this?

oh boy... .... why don't you just read bro.... 1.1.3 otb (if it exist already) is still unjailbreakable..... you can jailbreak a alredy jailbreaked 1.1.1 or 1.1.2 upgraded to 1.1.3 via Ibrickr 1.1.3 special edition

I believe you can jailbreak an OTB 1.1.3, but it could not be unlocked using xsim, turbosim or the likes.

You can downgrade the OTB 1.1.3, jailbreak it at 1.1.2 and soft-update (jailbreak) to 1.1.3 but you would have the 1.1.3 baseband not the 1.1.2 or 1.1.1 that is unlockable with xsims, so you would have an itouch-iphone...

You should be aware though, it is possible to jailbreake and activate 1.1.3 if it's upgraded by the latest jailbreake solution by Dev Team, released by NateTrue
