Well, nice iPod you've got there, really!
The only way to get the phone function back that I know of would be the hardware bootloader downgrade as that seems to be the only way to get the baseband downgraded which would be needed to get the phone back on an older firmware release.
But I would NOT recommend that way at all to someone who hasn't even started reading the forum, but just posted. Believe me, if you would be fit to take that way, you wouldn't have posted the way you did.

@zappiros: well, the method I mentioned is in the UPMOST thread on this forum, so I didn't think it was necessary to provide a link, but here you are:

If you read through that, you'll find about what I wrote above: it's not for the faint of heart, a lot of people fail doing this and create even more havoc, so if you're not geek enough to have found it without asking, you probably are not fit to it.
Don't take that too hard - I have to admit I didn't attempt it myself, even though I found it and have played with that kind of hacking in hardwarebefore (I'm still on 1.1.2, so I wouldn't need it, but having the old bootloader seems nice for software unlocking as well for example, so I have been tempted).

HW BL downgrade isn't possible on firmware 1.1.3 since the modem firmware has been upgraded with the 1.1.3 upgrade.
you sir, are stuck. no answer to it. you have to wait for a jailbreak to have a nice shiny ipod touch, then you have to wait for a new 1.1.4 firmware release so u can figure out what to do with ur phone. maybe hope for a new stealthsim solution for 1.1.3 after jailbreak gets released.
til then, sit back n wait.
